With Help From Our Friends





We were pleased to have been selected as the beneficiary of proceeds realized from the 2nd Annual Charity Softball Tournament sponsored by Chubb Group of Insurance Companies - Philadelphia Branch. The event, held last Thursday at the Camden River Sharks Stadium, also included teams from the following agencies: Conner Strong & Buckelew; ECBM LP; Johnson, Kendall & Johnson; Altus Partners and NSM Insurance Group. CHUBB’s team won the day, congratulations to them!


We’d also like to thank Chubb for a $10,000 match challenge at our Celebration of Family Gala held in April. "Chubb has been a valued supporter of the Center," says Ken Mullner, the Center's executive director, " and has been a recipient of its Champion of Adoption award for its outstanding benefits program for employees. We especially appreciate the dedication and contributions of Bryce Graham, Chubb's vice president and marketing manager." Graham is a Center board member. Kelly O’Leary, the Pennsylvania Regional Branch Manager was also instrumental in making all of this happen.

Virginia Adoption

Virginia’s General Assembly recently passed a state law which allows any adoption agency, including state-funded agencies, to turn away qualified adoptive parents based on religious and moral beliefs, including sexual orientation. The legislation codifies last year’s State Board of Social Services regulation to allow faith-based organizations to reject prospective parents based on gender, age, religion, disability, sexual orientation and family status. While the prevailing debate mainly focuses on faith-based convictions to join children with gay parents, the sweeping language leaves room for further discrimination by private agencies on the basis of religious and moral criteria of their choosing. Governor Robert McDonnell signed this anti-gay adoption bill when it reached his desk. Virginia now joins North Dakota as the only two states having what is termed a “conscience clause” in law. This is in contrast to nine states which explicitly prohibit this kind of discrimination in adoption. Virginia state law already prohibits unmarried couples to adopt, but does allow single people to adopt, regardless of sexual orientation.

There are approximately 1,300 children in Virginia waiting to be adopted and this law further limits the number of safe, loving and permanent caregivers that are available to them. The National Adoption Center STRONGLY rejects the premise that any prospective parent(s) should be rejected based on race, gender, religion and sexual orientation. What do you think?

Medicating Children in Foster Care

State child welfare systems are moving children from foster care to permanency faster and in greater numbers than ever. At the same time, we recognize that these systems struggle to achieve positive outcomes for the children in their care who have complex social-emotional, behavioral and mental health problems. Children in foster care represent only three percent of children covered by Medicaid, yet, based on a study of pharmacy claims in 16 States, foster children enrolled in Medicaid were prescribed antipsychotic medications at nearly nine times the rate of other children receiving Medicaid. While medications can be an important component of treatment, strengthened oversight of psychotropic medication use is necessary in order to responsibly and effectively attend to the clinical needs of children who have experienced maltreatment.

Last Post of the Year

2009 has been a busy year at the Center. We've had multiple match parties, with great kids and potential parents in three different states! We've had Freddie Mac Foundation's Wednesday's Child tapings most weeks. These feature Vai Sikahema of NBC-10 interviewing and usually playing alongside one of our youths waiting for a permanent home. We built and launched a new website to support this thriving, national program.

We also launched AdoptMatch, our online matching program that brings families together with the adoption agency appropriate for them. Mainly regional to Pennsylvania, New Jersey and Delaware, in 2010 we will roll this out across the country.

AdoptSpeak.org, our online community, is also a thriving place to get and share information and support regarding adoption. Thanks so much for all those who contribute to the conversations there! We also wanted to thank all of our readers and contributers for a fun year of blogging.

Customer Service in the Adoption Process

A recent article in the Roundtable newsletter published by the National Child Welfare Resource Center for Adoption notes that there are three strategies that public and private adoption agencies can implement to increase adoptions from the foster care system:

  • Friendly and responsive customer service

  • Predictability about the adoption process

  • Support during the waiting period from home study to placement


Customer service begins with the initial call from a perspective adoptive family. The call must be answered in a timely fashion. It is critical that the agency be welcoming and helpful. If the agency says they are going to do something, even something as simple as sending information, they must do it.

We hear far too many stories of perspective parents giving up due to poor customer service, an excuse that can no longer be tolerated. To that end, the National Adoption Center will be launching its Online Family to Agency Matching Service during National Adoption Month in November to insure that agencies are responsive to the needs of families. Like “Angie’s List”, families will have the opportunity to publicly rate the responsiveness of a particular agency(s). We believe this will instill much-needed accountability into the process.

August at the National Adoption Center

In an effort to stay ahead of the curve, and to help expedite the number of adoptions nationwide, the National Adoption Center is investing heavily in technology. Just in time for National Adoption Month in November, we will debut our Online Family to Agency Matching Service, designed to quickly help a potential parent identify the appropriate adoption agency for their particular needs. Users will also be able to post ratings as to that agency’s responsiveness. We are confident this will increase the level of accountability to you, their customers.

We are also in the process of developing an Application for use with iPhones. Users will have the ability to view videos and get other information about our work and make donations right from their phone.

The Center continues to lead the way by using technology to benefit our most vulnerable children.

Finding the Right Adoption Agency

Hi Everyone, My name is Christine Jacobs and I am the Program Director for the National Adoption Center and its regional affiliate the Adoption Center of Delaware Valley. I am really excited about a project our staff is working on to help families who want to adopt – an online service that would match families with the most appropriate adoption agency.

We know from speaking with families that most may experience confusion when faced with the dilemma of selecting an adoption agency to start the process. Families we speak with want to know: How do I know which agency is best for my family? Does the agency work with single families who want to adopt? Will the adoption agency work with a member of the lesbian or gay community?

The Center conducted research with families in the Delaware Valley in 2008 to find out if an online service that would match them with an adoption agency would be useful. It was clear from our research that families would welcome this type of service. So, we were able, with the support of several foundations in the area, to raise the money to build it! We hope to begin this service in the fall of 2009.

With the online Family- to- Agency Matching service, families can look forward to ratings of adoption agencies by other families; the ability to match with an adoption agency on their family’s needs and more exciting features. It is our hope that this will reduce the amount of time to find the most appropriate agency from several weeks to 30 minutes!
